Frequently Asked Questions

When is the best time of year to go boating in Santa Barbara, California?

Early fall is generally the best time to boat the Santa Barbara Channel, when warm weather and calmer winds and seas are common around the Channel Islands. The water reaches the high 60s by the end of summer, while May and June often bring dense fog and summer afternoons commonly turn windy.

The Channel Islands are accessible year-round, so conditions rather than a short boating season shape the calendar. Prevailing west-to-northwest winds typically build from late morning into evening, and high winds can also occur from November through April. Check the marine forecast before departure.

Where can you go boating from Santa Barbara, California?

From Santa Barbara, you can launch at Santa Barbara Harbor and choose sheltered harbor water, the open Santa Barbara Channel coast or an island crossing. Inside the breakwater, the harbor’s marinas are protected, while West Beach beside the harbor is a designated quiet-water sailing area for small craft. Outside, the waterfront off Stearns Wharf has a seasonal anchorage. Farther along the mainland, Refugio Beach has a small bight offering some protection in northwesterly winds. Experienced crews can cross the channel to Scorpion Anchorage on Santa Cruz Island, a small harbor with a pier; winds, fog, currents and swells can change quickly.

What are the most popular boating destinations near Santa Barbara, California?

From Santa Barbara, boaters make Santa Cruz Island day trips across the Santa Barbara Channel to Scorpion Anchorage, Prisoners Harbor, Pelican Bay and Smugglers Cove. Scorpion draws swimmers, snorkelers and kayakers with clear water, kelp beds and nearby sea caves; Prisoners offers pier access, a beach and scenic kayaking. Pelican Bay is the island’s most popular anchorage for its scenery and protection from the weather, though going ashore on The Nature Conservancy property requires a valid landing permit. Smugglers Cove offers especially good tidepooling, but the park urges extreme caution with surf landings.

Do you need a boating license in California?

California requires a Boater Card, rather than a conventional boating license, for most recreational operators of motorized vessels. Since January 1, 2025, the requirement applies regardless of age and includes personal watercraft. Operators generally must be at least 16 for vessels over 15 horsepower; ages 12 to 15 may operate only if supervised on board by an attentive adult 18 or older, and must either hold a card themselves or be supervised by a cardholder.

Rental vessel operators are exempt. Exemptions also cover direct supervision and qualifying temporary visitors. Approved applicants may print a 90-day temporary card while awaiting the permanent card. California State Parks’ Division of Boating and Waterways administers the program.

What boating regulations should you know about in California?

California boaters should carry a Coast Guard approved life jacket for everyone and ensure children under 13 wear one whenever a recreational vessel is moving. Operating a boat, water skis or similar device at a blood alcohol concentration of 0.08 percent or higher is illegal. Sailboats over eight feet and motorized vessels must be registered with DMV. Personal watercraft may not operate from sunset to sunrise; operators generally must be at least 16, while ages 12 to 15 require qualifying onboard adult supervision. California registered vessels using freshwater also need current Mussel Fee Stickers, and some waterbodies require inspections. The responsible agency is California State Parks’ Division of Boating and Waterways.

How old do you have to be to rent a boat in California?

In California you must be 16 or older and hold a California Boater Card to operate a vessel powered by a motor of 15 horsepower or more, including a personal watercraft. Someone aged 12 to 15 may operate that same class only while supervised on board by a person at least 18 who is also in possession of a California Boater Card. The supervising adult needs the card, not just the years. State Parks' Division of Boating and Waterways administers it. The rental company sets its own minimum rental age, often higher, so confirm it when booking.
