Massachusetts sets 12 as the minimum age to operate a motorboat without direct adult supervision, if the operator satisfies the applicable boater safety certificate rule; personal watercraft operators must be at least 16. Direct supervision requires visual contact and verbal communication at all times while underway.

Certification is phased by birth date under Massachusetts General Laws chapter 90B, section 9E: people born after January 1, 1989, have been covered since April 1, 2026; those born on or before that date must comply by April 1, 2028. From Boston, you can boat Boston Inner Harbor, the Charles River Basin, Dorchester Bay, Spectacle Island and Nantasket Roads. Boston Inner Harbor follows the marked Main Channel past the city’s working waterfront; DCR lists a public landing on Day Boulevard. The Charles is popular with small craft above its dams and connects to the harbor through navigation locks, with put-ins at Clarendon Street, the Hatch Shell and the Charles River Dam. Dorchester Bay has extensive shallow flats near its channel. Spectacle Island has a marina and ferry dock. Farther out, The Narrows leads to Nantasket Roads, an anchorage with scattered shoals and rocks.

From Boston, boaters make Boston Harbor day trips to Spectacle, Georges and Peddocks islands. Spectacle draws crews for beaches, hiking trails and skyline views; Georges for Fort Warren and harbor views; Peddocks for shoreline, trails, open spaces and military and cultural history. All three have reservable park moorings, and the park also permits anchoring off islands at the boater’s own risk.
