In California you must be 16 or older and hold a California Boater Card to operate a vessel powered by a motor of 15 horsepower or more, including a personal watercraft. Someone aged 12 to 15 may operate that same class only while supervised on board by a person at least 18 who is also in possession of a California Boater Card. The supervising adult needs the card, not just the years. State Parks' Division of Boating and Waterways administers it. The rental company sets its own minimum rental age, often higher, so confirm it when booking.

California requires a Boater Card, rather than a conventional boating license, for most recreational operators of motorized vessels. From Newport Beach, you can cruise Lower Newport Bay in Newport Harbor, follow the channels around Balboa Island and Lido Isle, paddle Upper Newport Bay, or pass through the harbor entrance into the Pacific Ocean. Lower Bay is no wake, with a main channel running among the islands; watch the Balboa Island ferry crossing. The Back Bay connection runs under the Coast Highway bridge. Upper Newport Bay offers sheltered estuary water for kayaks and canoes, with launch sites just outside the Ecological Reserve and rentals at North Star Beach; powered watercraft require a special use permit inside the reserve. Marina Park serves visiting boats. Beyond the jetties, the Pacific is exposed open water.

Good day-trip stops from Newport Beach are Balboa Island, Lido Village, Cannery Village, the Corona del Mar State Beach anchorage and Dana Point Harbor. Balboa Island has short-term public docks for going ashore, while Lido Village and Cannery Village offer dock-and-dine stops around Newport Harbor. The anchorage off Corona del Mar State Beach provides a scenic pause in good conditions. Dana Point Harbor suits a longer outing, with guest slips and East and West anchorages, including one by Baby Beach.
